Richard “Rudy” Rutledge is trained by the Howard County Criminal Investigation Division, The Drug Enforcement Administration and the El Paso Intelligence Center in the area of criminal activity.  During his career, Richard has served with the Baltimore City Police Special Operations Squad, Southern District and the Howard County Police Department Criminal Investigations Division. Richard is a former member of the International Association of Auto Theft Investigators.
